Monitoring & Evaluation Technical Advisor
Position Summary
Reporting to the Senior Technical Advisor, Strategic Information and Evaluation (SIE), the Technical Advisor will be responsible for the development and implementation of the M&E frameworks for FP-HIV integration and Option B+.FP-HIV integration, entails streamlining HIV testing and counseling within FP settings and for offering Family Planning services within HIV care and treatment settings.
The Technical Advisor will collaborate with implementing partners, Ministry of Health (MOH), Ministry of Community development Maternal and Child Health (MCDMCH) and relevant TWGs to ensure that the M&E frameworks and data collection systems are aligned with acceptable professional standards. He/ she will serve as member of the EGPAF Zambia team, actively support the mission and vision of EGPAF Zambia and will actively advocate for utilization of SmartCare for integrated data collection at all health facilities.
Duties and Responsibilities:
FP-HIV Integration Monitoring and Evaluation:
The Technical Advisor will collaborate closely with the FP TWG at MCDMCH, the FP M&E steering group and the appropriate Directorates at the MOH and MCDMCH.
The Technical Advisor will:
- Work closely with the consultant for FP-HIV integration to support the development and implementation of the FP-HIV integrated framework.
- Facilitate the necessary updates to the data collection tools including SmartCare, based on the FP-HIV integration recommendations Develop and plan for training of key stakeholders in FP-HIV integration M&E tools. Organize and plan HCWs training in integrated FP- HIV data collection tools/registers and SmartCare
- Support implementation research and be responsible for documentation of the FP-HIV integration process in Zambia.
- Organize the roll out of FP-HIV integrated systems to model units at different service provision levels as recommended by CDC.
- Facilitate all program and donor reporting requirements
Option B+ M&E:
The Technical Advisor will collaborate closely with the PMTCT TWG at MOH, the Option B+ M&E steering group and the appropriate Directorates at MOH and MCDMCH. S/he will facilitate the implementation of a framework for collection of option B+ related routine data as well as enhanced data (as described by the IATT and in the Zambia Option B+ Standard Operating Procedures (SOPs) Preamble).
The Technical Advisor will:
- Finalize and roll out of the SOPs and M&E framework for option B+.
- Assist the PMTCT specialist at MCDMCH in M&E of Option B+ using enhanced as well as routine data to assess progress in roll out and success of the program: linkages, retention in care, early infant diagnosis and clinical programmatic and immunological outcomes.
- Work closely with the SmartCare Manager to coordinate deployment, training and development of SmartCare for Option B+
- Develop and plan for training of key stakeholders in M&E tools for Option B+
- Assist implementing partners in strategizing roll out of Smartcare in MNCH for follow up of Option B+.
- Develop a global technical assistance framework for enhanced monitoring of Option B+.
- Support implementation research and be responsible for documentation of option B+ M&E framework process in Zambia.
- Facilitate all program and donor reporting requirements
Qualifications and Experience Required:
Education & Experience
- Proven experience in public health with at least a Bachelor’s degree in public health, demography, epidemiology, bio statistics or computer science. A master’s degree will be an added advantage.
- 3- 5 years’ experience in public health evaluation, M&E systems (Including EHR), data management and monitoring and evaluation of HIV and/or public health programs. Research, HIV/AIDS and maternal and child health experience is a plus.
- Experience in providing technical support to health professionals in M&E methodologies and tools including development of data collection and reporting tool, M&E plans and frameworks.
- An understanding of international HIV/AIDS programs, including PEPFAR, is strongly preferred. Experience with evaluating and reporting on results for federally funded projects strongly preferred. Experience with donor management and reporting especially CDC is a plus.
Knowledge, Skills & Abilities
- Demonstrated ability to be a proactive part of a diverse group of professionals.
- Fluency in English both written and oral.
- Excellent oral and written communications skills
- Ability to manage multiple priorities and projects
- Strong teamwork skills
