Project Manager

BACKGROUND
The CRS Zambia country program was established in 2000, and administers a varied and diversified portfolio of food security, economic growth and livelihoods, health systems strengthening, orphans and vulnerable children (OVC) research and HIV and AIDS programs. CRS works primarily through local church partners, but also counts hospices, hospitals and community-based organizations among its partners. The country program now implements a number of large and consortium-managed projects in all areas of the country, implemented by over 40 local partner organizations and 80 CRS staff members. Primary funding sources include USAID, Health and Human Services (HHS)/Centers for Disease Control (CDC), the Global Fund, and a number of private foundations.
JOB SUMMARY
The Project Manager is responsible for the day to day implementation of the Zambia Family Activity, Copperbelt and Lusaka Provinces project, a five-year initiative funded by USAID through Expanded Church Response (ECR) as the prime contractor. CRS is one of three sub-recipient organizations, including Zambia Open Community Schools (ZOCS) and the Serenity Harm Reduction Program Zambia (SHARPZ), receiving funds to improve the care and resilience of vulnerable populations while supporting epidemic control in Zambia. The Project Manager is expected to help CRS to: build capacity of ECR and its partners; strengthen families’ ability to care for children under five; build capacity of ECR and its partners to train families in economic strengthening; serve as a technical resource for ECR and ZOCS to draw on CRS’ expertise and best practices working with orphans and vulnerable children (OVC) and people living with HIV (PLHIV); develop tools for organizational assessments and capacity-building and train ECR and ZOCS to use these tools for institutional capacity building.
KEY RESPONSIBILITIES
Project Management
- Serve as overall Project Manager for the project.
- Under the guidance of ECR, and in collaboration with SHARPZ and ZOCS, design and implement effective, efficient, sustainable interventions that achieve project goals and objectives.
- Engage key community and district level stakeholders throughout the program to ensure interventions are relevant and appropriate.
- Ensure the project’s compliance with CRS and USAID sub-contractor operational policies.
- Collaborate with the CRS MEAL team to design and implement a Monitoring and Evaluation plan that generates timely and reliable data that will be used to inform project decision-making, capture project impact, and meet CRS and donor reporting requirements.
- Provide technical and programmatic leadership in program design and implementation.
Technical Quality
- Provide guidance and technical oversight to ensure that Early Childhood Development (ECD) and Savings & Internal Lending Communities (SILC) interventions are of the highest quality and reflect best practices within the global CRS community.
- Work closely with CRS Project Managers for Catholics Care for Children (CCC) and Strengthening Capacity of Women Religious to deliver ECD programming (SCORE-ECD) to identify program synergies and opportunities for learning and collaboration.
- In collaboration with the SILC Project Officer, Agricultural Livelihoods team, and project partners, design and implement interventions that respond to identified needs and gaps in ECR’s savings group model.
- In collaboration with the Organizational Capacity Building Project Officer and project partners, design and implement interventions that respond to identified needs and gaps in ECR’s organizational capacity building model.
- In collaboration with the ECD Project Officer and project partners, design and implement interventions that ensure high quality ECD service delivery, focusing on a ‘whole child’ model.
- Keep abreast of technical developments and new research in ECD and savings group methodology.
- Manage on-going relations with project participants and address any potential constraints in a timely manner.
- Participate in the CRS Zambia SILC Taskforce, along with any other relevant working groups.
Management Quality
- Provide overall financial management of the project. This includes, but is not limited to, monthly reviews, tracking of project expenditures, submission of budget maintenance and cash forecast forms and contribution to annual budget preparation.
- Oversee three full-time Project Officers responsible for the design and delivery of CRS’ technical leadership in the areas of SILC, ECD and organizational capacity building.
- Provide timely and quality monthly and quarterly CRS and/or donor reports, in accordance with reporting requirements.
Representation and Program Growth
- Participate in all ECR-led partner meetings.
- In collaboration with CRS Zambia Business Development (BD) Specialist, identify and participate in relevant networking opportunities and working groups focused on OVC service delivery.
- Contribute technical knowledge and expertise to CRS Zambia OVC BD opportunities.
- In coordination with the OVC Unit Manager, collaborate closely with CRS Headquarters, OVC, ECD, and SILC technical experts and consultants.
- Represent the project at provincial/district stakeholder meetings and other external meetings as needed.
EDUCATIONAL QUALIFICATIONS & EXPERIENCE
- Degree in Public Health, Early Childhood Development, Social Work, Health, Organizational Development, or related field.
- Experience supporting the capacity strengthening of local organizations essential.
- Strong background in working with children and families infected/affected by HIV and AIDS.
- Demonstrated experience and commitment to development through local empowerment.
- Practical experience in program design and delivery.
- Practical experience leading formal training setting.
- Supervisory and team management experience.
- Proven experience working with partner staff.
- Budget management experience.
SKILLS AND ABILITIES
- Strong organizational and planning skills.
- Strong interpersonal, multi-cultural and training/mentoring skills.
- Ability to work independently and as member of diverse task teams.
- Demonstrated ability to communicate in English (written and oral).
- Advanced computer literacy (Microsoft Office).
