Zambia Land Specialist

Tetra Tech ARD is seeking a Land and Natural Resource Governance Specialist for the USAID-funded Tenure and Global Climate Change (TGCC) project.  The TGCC project will pilot customary land certification through local implementing partners in two districts of Eastern Province; support donors/cooperating partners on land issues; engage with civil society on national land policy development; and, support a research agenda that contributes to learning from the TGCC activities and builds a national dialogue on land issues.  While activities will be undertaken in different parts of Zambia, this position will be located in the main office in Lusaka, starting in April 2015 with an anticipated close in July 2017.

RESPONSIBILITIES
The Land Specialist will be responsible for supporting all elements of program implementation, particularly ensuring data and process quality control with local partners, consolidating lessons learned for adaptive management, supporting logistics and organization of forums and events, carrying out monitoring and evaluation functions; and leading the development of policy briefs, as well as training and outreach materials. Frequent travel (25-40%) to Eastern and Northern Provinces is expected. The Land Specialist may be responsible for supporting office administration.

QUALIFICATIONS
• Knowledge of customary and state land issues in Zambia.
• Excellent written and verbal English communication skills.
• Previous experience writing policy briefs and interacting with district and provincial government, as well as traditional authorities.
• Experience supporting local governance institutions.
• Experience monitoring and building capacity of local NGOs and/or civil society organizations.
• Experience organizing consultative forums and events.
• Experiences with mapping and geospatial platforms is preferred.
• Facilitation skills are preferred.
• Excellent computer skills are required.
• University degree in natural resource management, economics, social sciences, law or other disciplines related to land management and administration.
