Terms of Reference
Individual Consultant to conduct assurance activities for GRZ district level as recipients of the SUN Funds
1.0  Introduction
  • In April 2013, the Government of Zambia launched the National Food and Nutrition Strategic Plan (NFNSP) 2011-2015. Within the NFNSP, the prevention of stunting by focusing on the First 1000 Most Critical Days of life (MCD) is the first strategic priority. To this end, a First 1000 Most Critical Days Programme (MCDP) has been developed by the NFNC and collaborating partners.
The Scaling Up Nutrition (SUN) Fund is a joint financing mechanism established to support the Zambian National First 1000 Most Critical Days Programme. The aim of the SUN Fund is to promote harmonization and alignment among key Cooperating Partners and stakeholders, avoiding duplication of efforts as well as reducing transaction costs for all partners including the Government of Zambia.
  • CARE and its partners, Concern Worldwide and the Nutrition Association of Zambia, are the managing agents for the SUN Fund, supporting the NFNC and key line ministries (Ministry of Community Development, Mother and Child Health, Ministry of Health, Ministry of Agriculture and Livestock, Ministry of Local Government and Housing and Ministry of Education) to implement the First 1000 Most Critical days Programme. Much of the implementation will be supported at District level. Fourteen districts have been targeted namely: Kasama, Mansa, Samfya, Lundazi, Chipata, Mumbwa, Mongu, Kaputa, Mbala, Chinsali, Zambezi, Mwinilunga, Kalabo and Shang’ombo.
Purpose of the Individual Consultant
The purpose of assurance activities is to determine whether the funds transferred to the District level Implementing Partners (IPs) were used for their intended purpose, and in accordance with the WP. The consultant will conduct the Financial Spot Checks and Programme Monitoring assurance activities as strategic approaches for risk management and mitigation of SUN funds disbursed to the partners. Assurance activities for this consultancy will be conducted for GRZ and Non-GRZ partners in the first 7 districts that have received funding namely; Mbala, Kasama, Kaputa,Mansa,Samfya,Chinsali and Mumbwa
3.0 Key Tasks:
3.0.1 Financial Spot Checks: Assess the accuracy of the financial records for cash transfers to the IPs through a review of financial information and whether there have been any significant changes to applicable internal controls. This should include:
  • Review  sample of expenditures to confirm that documentation supports the expenditures and the expenditures are/were in accordance with the Work Plan(WP) budget
  • Verify that documentation exists to support the expenditure in accordance with the IP’s rules and procedures and funding agreement with CARE
  • Verify that the activity related to the expenditure is in accordance with the Work Plan
  • Verify that expenditure were reflected in  book of accounts and bank statements of the IPs
  • Verify that documentation exists to support the expenditures in accordance with the IPs rules and procedures and sub agreement including transparent selection process for procurement of goods and services;
  • Verify that the expenditures  have been properly reviewed and approved in accordance with the IPs  rules and procedures and signed sub agreement;
  • Verify that the  expenditures were properly reflected on certified SUN Fund Financial Report submitted to CARE;
  • Reconcile the information on the SUN Fund Financial Report to the IPs accounting system and records
  • Assist to follow up and liquidate outstanding cash transfers in accordance with CARE SUN fund procedures
  • Verify that supporting documents are stamped “PAID”;
  • Verify that the activity per the bank statements agrees with that reflected in the accounting records. Document any variances noted
  • Confirm that monthly bank reconciliation were completed for SUN fund transactions and that the balances have been reconciled to the Cash Books. Document any variances noted.
  • Verify the adequacy of the existing internal controls over the management of the SUN Fund by IP
  • Verify that the IPs maintains  separate ledgers to record transactions for SUN Fund
3.0.2 Programme monitoring: Provide CARE with evidence/assurance regarding the state of programme implementation compared to the Work Plan (WP).This should include
  • Site-visit to the IP/ programme locations and review of quarterly WP progress reporting
  • Verify the implementation status of planned activities in the WP
  • Verify cross cutting issues in relation to the implementation status of the planned activities in WP
  • Obtain listings of all program supplies procured by CARE  and conduct end user/beneficiary verifications
  • Verify the distribution status of programme supplies procured by CARE for  end users
  • Confirm if regular progress meetings on programme implementation are held for key SUN fund focal points at all district and sub district levels
4.0 Expected Deliverables-The Consultant should provide an Assurance Activity Report which should include the following:
  • A description of the observations and deficiencies identified, an explanation of their potential effects and recommendations to address the potential effects
  • Any identified material weaknesses in the Internal Control Structure and in the financial management of the implementing partner;
  • Specific recommendations to improve weaknesses highlighted in the internal control systems covering the disbursement and reporting of funds
  • A general review of a programme’s progress and timeliness in relation to progress milestones/activities as stated in the agency Work Plan (WP).
  • Opinion whether the reports submitted by the partner represent a true and fair position of the sub grant funds disbursement.
5.0 Qualifications of the Consultant
The Consultant to perform the assurance activities should possess the following qualifications:
  • Relevant qualification at degree level and /or a Professional Accountants qualification
  • At least 5 years of experience in finance and/or programme management
  • Should have ethical principles of  professional responsibilities such as :
  • Integrity;
    • Objectivity;
    • Professional competence and due care;
    • Confidentiality;
    • Professional behavior;
  • Technical standards
6.0 Duration
The expected consultancy duration is initially one month with possibility of renewal
7.0 Contacts and Liaison with CARE Zambia 
The Consultant will report to Finance and Audit Manager of the SUN Fund Management Unit on all matters related to the contract, terms of reference and outputs.
8.0 Procedures for submitting applications
Interested applicants should submit an Expression of Interest comprising:
  • An indicative work plan methodology;
  • A consultancy fee rate per day .All travel costs to the field will be met by CARE
  • A capability statement including past relevant assignments;
  • A curriculum vitae with a minimum of three references;
  • An indication of number of staff to be assigned to this assignment ;
