Coach for LCB Leadership Strengthening

TERMS OF REFERENCE: Coach for Local Service Provider Leadership Strengthening under SNV’s Local Leadership Enhancement Action Programme (LEAP+)
1. Background and Objectives
SNV Netherlands Development Organisation (SNV) has formulated a Leadership Enhancement Action Programme (LEAP+) targeting local development organisations and social enterprises that provide capacity building or business development support to other local development actors. This leadership programme offers an opportunity to leaders of these organisations and enterprises to strengthen leadership competencies related to market positioning and overall sustainability. The Leadership Programme is focused on developing the participants’ business management skills. It is about the ability to develop and lead a sustainable business/enterprise; improve products and services that contribute to pro-poor development and increase access to basic services, employment opportunities and income.
The leadership programme is a response to external studies and SNV’s internal reflections on sustainability. SNV has committed to enhance its contribution to systemically and consciously strengthen the capacity of or local capacity builders (LCBs) through leadership development for the latter. This leadership programme will be implemented in six cohorts (groups of trainees) in Africa, Asia and Latin America, across the sectors of: agriculture, WASH and renewable energy. Embedded within SNV’s localisation strategy, the programme is aimed at contributing to the development of an endogenous capacity development sector where local actors shape and drive local development agendas.
The overall objective of the programme is to strengthen the intrinsic capacity of local Capacity Development Support (CDS) providers so that they can provide Capacity Development Support in a professional and financially sustainable manner. In Zambia the SNV Country Director is responsible for overseeing the implementation of the programme in collaboration with the Programme Manager.
2. Scope of Work
2.1. Organisation of the Programme
LCB leaders will work together in a group of around 25 people over a six-month programme. The programme will consist of two, one-week long, face-to-face training workshops with colleagues from different countries in a cohort. In between these two trainings, there will be on-the-job support provided by Senior SNV Advisors. This will provide an environment to explore the issues that have been learnt in the training and put them into practice. A personalised coaching session with a professional independent coach will also be offered once a month. The programme also depends on peer to peer learning.
2.2. Tasks for the Coach
In between the learning workshops, participants (LCB leaders) have once a month for 1½ hours access to a Coach in order to foster their personal leadership development. The specific tasks to be performed by the Coach vis-à-vis the participants of the Leadership Programme are as follows:
  • Engage the coachees to identify their personal leadership development needs
  • Help the coachees develop a personal leadership development plan
  • Support the coachees to reflect upon, learn and adapt their own professional personal leadership style
  • Review progress towards achievement of personal leadership development plans.
  • The coachee and coach operate in a 1:1 setting and concentrate mainly on behaviour aspects of leadership development of the coachee.
3. Profile of the Coach
The profile of the Coach is outlined below:
  • Extensive experience with a non-directive approach of coaching professionals (i.e. ability to structure sessions; create rapport; listen and reflect back; create flow by asking open, powerful questions; stimulate commitment to action);
  • Extensive knowledge of non-directive approaches of coaching professionals;
  • Preferably knowledge of and experience with Capacity Development Support;
  • Preferably knowledge of and experience with development issues in Zambia particularly in: agriculture;  renewable energy; and water, sanitation and hygiene;
  • Preferably, knowledge and experience in the field of international cooperation and/or social business in general and with regard to SNV in particular;
  • Excellent command of the English language, oral and written;
  • An academic level of working and thinking;
  • Other key competencies include: ability to listen, summarise and probe further, to inspire and encourage others (to get the best out of people), personal sensitivity, and creativity.
4. Location and Period of Service
Three of the initially selected LCB leaders are domiciled in Kasama while one is in Solwezi.  There is a chance to involve two more participants in the programme. The coach is expected to design an appropriate mechanism of engaging with the LCBs in their work contexts. The programme also depends on peer to peer learning (from trainee to trainee).
The coach will provide each LCB leader with a personalised coaching session of 1½ hours once a month over a period of 5 months. The assignment should start on 1st June 2015 and be completed no later than 30th November 2015.
5. Expected Level of Effort
The Coach will be responsible for delivering the LCB leadership strengthening assignment. The Coach will when necessary provide tailor-made in-house training to stimulate learning and skills development among the LCB leaders and foster sustained interaction between the participants.
6. Reporting Requirements
The coach is accountable to the SNV Country Director, Dr Sue Ellis. During the assignment the coach will work under the direction of the Programme Manager, Katungu Mukelabai, based in Lusaka, and Senior Advisor, Solomon Mbewe, based in Kasama.
7. Fees and Expenses
The coach will be sub-contracted for a total of 20 working days over a period of 5 months.  The coach will submit a technical and financial proposal, including a work plan, for implementation of this assignment. Payment to the coach will be based on the invoice submitted to the SNV. Invoices will contain an itemized statement of the services performed and any expenses incurred.  All individual expense claims over Euro 25 will be supported with original receipts attached to the invoice. The invoice shall be submitted in accordance with the current Scope of Work.
