Human Resources Officer

Keren Motors Limited, a company which has been in the bulk dry and wet cargo transportation business since July 1987 is an established construction company. We have been in the construction industry working for several clients in providing civil and construction services.

JOB SUMMARY
The Human Resources Officer (HR) Officer will ensure efficient and effective provision of a wide range of Human Resources services from policy interpretation and implementation; compensation, benefits, immigration and other staff welfare related functions.
KEY RESPONSIBILITIES
Payroll Preparation, Processing and Reporting
  • Ensure that each staff submits a signed and approved time sheet prior to preparation of the monthly payroll.
  • Ensure that all payroll inputs/ changes for the month are reviewed and approved by the Finance  Manager prior to capturing into the payroll
  • In collaboration with Finance unit, review all salary deductions and inform affected staff accordingly.
  • Ensure the accuracy of all payroll inputs/changes and accompanying reports.
  • Ensure that payroll and the accompanying business Cost Business Unit report is checked by the relevant managers and approved by the country representative before payment of salaries.
  • Ensure the preparation and submission of accurate payroll related reports to finance office monthly.
  • Prepare monthly HR reports including staffing levels; staff movements within the organization, and new employees for the Finance & Administration  Manager’s review.
Payments
  • Ensure timely payments of PAYE, NAPSA and other payroll related expenses every month.
  • Ensure accurate and timely preparation of all due gratuity payments upon receipt of the approved severance report.
  • Coordinate and ensure payments related to staff transfers and relocations.
  • Coordinate and ensure payment of final pay to all staff leaving Keren Motors
Leave Administration
  • Work closely with supervisors to ensure that each staff member submits an approved leave plan at the beginning of the year.
  • Maintain an up to date leave tracking spread sheet that includes all leave taken and carried over.
  • Prepare monthly leave reports for the HR Manager’s analysis and decision making.
Time and attendance
  • Serve as the liaison Officer between Keren Motors
  • Register all new staff onto the Keren Motors database within the first week of employment.
  • Review daily attendance sheets at least once a month and report to the supervisors for further action for poor time keeping for delinquent staff.
  • Attend to all staff queries on clocking in and out, and /or clock in reports in a timely manner.
  • Conduct regular audits with regard to the frequency and consistency that staff clock in and out and send out communications accordingly.
Consultancy Contracts
  • Ensure that all requests for consultancy contracts are accompanied by a signed and approved consultancy requisition as well was the Scope of Work.
  • Ensure all consultants submit a ZRA TPIN and Tax Clearance Certificates prior to engagement with Keren Motors.
  • Timely prepare consultancy contracts upon receipt of the approved requisitions and other required documentation for final approval.
Immigration Formalities
  • Coordinate and ensure the acquisition of Temporary Employment Permits and visas for all International staff and visitors; ensure the timely renewal of the same.
  • Responsible for International staff children study permits
General HR Administration
  • At the beginning of every year, work with the  Finance Manager to develop  the HR calendar showing the dates for the monthly/ quarterly staff days and other HR activities for approval by the Managing Director
  • Organize and coordinate all staff day functions as well as other HR functions.
  • Ensuring that all personnel files are up to date and in compliance with Audit requirements.
  • Daily filing of documents that are brought in to HR office.
  • Responsible for maintaining an approved list of staff‘s talk time and ensuring timely payments monthly.
  • Resolve all staff queries with regard to airtime payments in a timely manner.
EDUCATIONAL QUALIFICATIONS & EXPERIENCE
  • Minimum Diploma in Human Resource Management or equivalent.
  • Minimum three years’ experience in a similar position
KNOWLEDGE AND SKILLS
  • Sound understanding of the Zambia Labour Laws.
  • Good analytical skills with ability to make sound judgment and decisions
  • Good planning and organizing skills and experience
  • Able to maintain confidential information
  • Result-oriented and ability to work with minimum supervision
  • Excellent communication, interpersonal and negotiation skills
  • Ability to use Windows and MS Office packages
