Chief of Party - Zambia Water, Sanitation, and Hygiene in Schools Program

SNV seeks a Chief of Party for an anticipated USAID Water, Sanitation, and Hygiene in Schools project. The objectives of the project include increasing the sustainable operations of school water points, building Government of Zambia capacity to implement a national and provincial school WASH program, and increasing awareness of the importance of hygiene and sanitation practices among school-age children and in communities.
The Chief of Party (COP) will provide overall leadership, management, and general technical direction for the entire program, ensuring an integrated vision among diverse components and actors, and focusing on achieving the desired results. The COP will be responsible for overall activities of sub-recipients and leading program-focused strategic planning and decision making. The COP will work on a daily basis with USAID and will be a key liaison with implementing partners and other stakeholders.
Primary responsibilities will also include efficient management of financial resources, including the review and approval of program budgets and monitoring expenditures; supervision of field operations, administration, logistics and procurement; management, delivery, and monitoring of sub-grants; supervision of program monitoring, evaluation, and reporting and ensure quality control and timeliness of all deliverables as required by the grant and donors. He/she will ensure full compliance with all USAID, SNV, and other fiduciary regulations and will oversee project reporting process in line with donor requirements. He/she will supervise project staff including professional performance management and coaching.
Required Qualifications:
  • Minimum of 15 years’ experience in designing and implementing water delivery and sanitation projects, including in a school setting.
  • Minimum of ten (10) years of experience in developing countries, preferably in Zambia or Southern Africa.
  • At least ten (10) years of successful experience as Project Director or Chief of Party of large donor-funded technical assistance teams for projects of similar magnitude and complexity in developing countries.
  • Previous experience in a senior technical or management position on a USAID-funded project.
  • Master’s degree or higher in Business, Development Management, Economics, Public Administration, Education or other related field.
  • At least ten (10) years of progressively responsible supervisory experience, including: direct supervision of professional and support staff; quality evaluation of staff performance and deliverables; and contracts/grants management.
  • Excellent interpersonal skills and demonstrated ability to hold staff accountable for doing their jobs.
  • Fluency in English required, knowledge of local languages highly desired.
  • Previous experience in a senior technical or management position on a USAID-funded project.
Other Qualifications:
  • Previous experience as a USAID Chief of Party, preferably in Sub-Saharan Africa.
  • Excellent oral presentation and concise writing skills.
  • Ability to interact regularly and professionally with senior host-government counterparts on policy and other strategic planning issues.
  • Demonstrated organizational skills and strong track record in meeting deliverables and deadlines.
  • Demonstrated ability to work collaboratively with partners in a cross-cultural environment.
  • Demonstrated ability to work collaboratively with other implementers and teams carrying out USAID- and other donor-funded programs, including activities in different sectors such as agriculture, energy, environment, and democracy/governance.
  • Ability to effectively deal with and resolve conflict.
