Senior Health Informatics Officer job in Zambia

Akros is rapidly expanding and is now seeking a dynamic leader in health informatics who will add value to our information system implementation sector as well as our training repertoire. This person will have the unique and exciting opportunity to lead initiatives within a strong public health portfolio in subSaharan Africa, and shape the trajectory of Akros as it continues to experience rapid growth.
Responsibilities
The Senior Health Informatics Officer (HIO) will provide implementation support to Akros within a broad range of information management platforms, with a focus on DHIS2 implementations. Akros provides technical assistance to a large number of DHIS2 implementations in the sub-Saharan Africa region, and directly manages several large-scale DHIS2 instances in Zambia. In addition, Akros designs custom systems for the capture, transmission, aggregation and analysis of routine and observational data in multiple sectors, working with common tools like ODK, FormHub, Microsoft Access, Epi Info and other platforms. The HIO will be responsible for maintaining potentially complex and diverse surveillance platforms, but with a predominant emphasis on DHIS2. It is not necessarily expected that the HIO have all technical skills required to independently support all tools; while the HIO will be finally responsible for all the above outcomes, it is anticipated that (s)he will coordinate with expert developers to produce these outcomes as necessary. The HIO will liaise with large-scale funding agencies (e.g., UN, USAID, DfID) and work closely with Akros public health field officers with a broad range of technical backgrounds. Finally, the HIO will coordinate and lead several DHIS2 training sessions (www.dhis2training.com).
Specific Responsibilities
• Assist field officers and management with identifying user requirements
• Develop coherent and technology-appropriate specifications for meeting user requirements
• Work with Akros management and directors to explain solutions to clients
• Set up, configure and maintain DHIS2 instances as required
• Develop custom ODK forms
• Develop and maintain custom Microsoft Access databases (infrequent)
• Assist field officers with training
Qualifications
• B.A. in relevant field (M.A. preferred)
• Strong experience with DHIS2 (advanced knowledge preferred)
• Outstanding project management, HR management skills required;demonstrable success in producing deliverables
• 5-10 years experience in developing countries
• Jaspersoft or R experience a benefit
• PostgreSQL and Java programming skills a benefit
• Prior experience with ODK a benefit
• Working understanding of health-related monitoring and evaluation
• Excellent communication skills in English; Portuguese or French a benefit
• Prompt and thorough in production and analysis
• High level of personal integrity
Location, Payment, and Term
This position will be based in Lusaka, Zambia and will take place from May 2015 –
April 2016, with possibility of longer term extensions. Actual dates will be negotiated with the successful candidate. Salary package DOE, very competitive.
