Title: Consultancy for Developing the VSO Zambia Strategic Plan 2015-2018
Purpose of the Consultancy
VSO Zambia is concluding implementation of its 2012-2015 Country Strategic Plan (CSP) and is in the process of developing a new 3 year CSP for the period 2015-2018. There is urgent need to review and evaluate implementation of the ending CSP in order to build on best practices and to provide for continuity where impact was being realized. This review needs to be urgently done as part of the CSP development process for which this consultancy is called. A consultant is therefore sought to:
(i)   Conduct a quick review of the work done during the ending CSP,
(ii)  Develop a new 3-year CSP for the VSO Zambia Country Office.
In addition to reviewing progress made during the past period, the new CSP will take into consideration the changes and influencing factors both internally within VSO, and externally at national and regional (SADC) levels. There will be much to learn from, and link with long-term plans of strategic partners and stakeholders, including government and donors. Similarly, the consultant will make consideration of operational dynamics such as culture, power and relationships; and the delivery mechanisms required for organisational effectiveness and successful delivery of the new CSP.
Scope of the assignment
The assignment shall involve:
  1. A comprehensive desk review of the VSO strategic documents to gain an in-depth understanding of organisational context and its direction.
  2. Comprehension of the Zambia program 2012-2015 Country Strategic Plan and periodic progress and program review reports.
  3. A thorough review of key government policy documents relevant to our interventions in health, governance and livelihoods
  4. A stakeholder mapping and analysis to identify and recommend important and potential allies for the next CSP period
  5. Proposition of ideas, expectations and recommendations for the new program direction.
  6. Matching of current projects and anticipated interventions with recently identified Africa programming priorities and relevant flagship frameworks in order for VSO Zambia to remain relevant with VSO global, Africa geographical and regional priories.
  7. Recommending cutting edge thematic areas and corresponding strategic objectives, geographical spread within Zambia and appropriate reporting lines for cost-effective and impactful delivery of the CSP.
  8. Appraising operational support needs and suggesting ‘enabling objectives’ for HR/Volunteer support, Operations support, Finance & Fundraising, and M&E.
  9. With the above information and regular staff consultations, consolidate a draft CSP and seek feedback from relevant staff and partners.
  10. Submit the final CSP document to the Country Director.
Expected Outputs
  1. A report on the rapid evaluation of the outgoing CSP implementation
  2. A new 3-year CSP document for the VSO Zambia Country Office discussed and agreed with the Senior Management Team and ready for sign off by the Country Director.
Methodology and Process
It is anticipated that consultant will include in their proposal the methodology and the process to be undertaken in conducting the above assignment/tasks including a detailed work plan which will further be discussed and approved by VSO Zambia management.
The consultant will be expected to;
  1. Submit an inception report within one week after signing the consultancy contract
  2. Submit a draft report four weeks after signing the contract
  3. Submit a final report with its electronic copy six weeks after signing the contract

VSO’s People First strategy, Corporate Business Plans, Corporate and thematic Capability statements, Theory of Change, the 2 Independent Program Review reports (IPR1 & 2), VSO Zambia Strategic Plan 2012-2015, periodic program / project reviews with partners, program and project progress reports (Quarterly, Annual, etc.)
  2. Underlying principles of the People First Program Architecture and the flagship frameworks under development
  3. Zambia’s National Development Plan, other relevant ministries plans and reports, and website research on development trends in Zambia and the SADC region.
  4. In-country donor plans for Zambia
Time Frame
The exercise is expected to take six weeks from the date of commencement, including submission of final report to the Country Director.
Qualifications of the Consultant
The Consultant should have a Master’s degree in a development related discipline or bachelors with extensive experience in carrying out similar assignments preferably with NGOs. Proof of such experience will be required.
The consultant is expected to submit technical and fully costed financial proposals to admin.zambia@vsoint.org not later than Friday May 8th, 2015.
