CONSULTANT – NORMS AND STANDARDS
DESIGN NORMS AND STANDARDS AND FACILITATE STAKEHOLDER DIALOGUE FOR ADOPTION MAY 2015.
1. Background
SNV Zambia is implementing the TIPEC-ZAS project on behalf of the government of the Republic of Zambia. The project seeks to enhance the competitiveness of the apiculture sector through improved entrepreneurship, increased productivity, increased market access and integration of smallholders in the supply chain. Increased market access demands for institutionalised Norms and Standards that will be implemented for Honey and other bee products. What this entails is that honey traded all over should be of the same accepted standards that have been agreed upon. This move will promote consumer satisfaction and product quality as the consumers will be assured that the product they purchase meets the acceptable standards. Therefore, the project wishes to facilitate the development and adoption of norms and standards for the Zambian Apiculture sector, building upon the recommendation of previous feasibility study on honey products norms and standards.
2. Objective
To design norms and standards for Zambia’s Apiculture sector and facilitating stakeholder dialogue for adoption.
3. Duties and Expected Results
i. Consultation with stakeholders on norms and standards that are to be adopted
ii. Engaging Zambia Bureau of Standards (ZABS), Processors, Producers and all other stakeholders to propose the norms and standards for the sector
iii. Developing norms and standards that should be adopted
iv. Developing of draft of norms and standards
v. Developing of final norms and standards from stakeholder dialogue
vi. Adoption of norms and standards from stakeholder dialogue
4. Deliverables
The deliverables must respond sufficiently to the scope pf work as detailed in paragraph 3.0. Specifically, the following documentation will be required
- Comprehensive report highlighting the results of each item in paragraph 3.0
- A brief report based on the design of norms and standards meant for adoption
5. Reporting Line
- The main contact for the LCB shall be the TIPEC-ZAS Project Manager or his designate – Marketing, Trade and Investment Officer. All official communication shall be directed to the Project Manager.
6. Time line
The assignment is expected to be completed within 30 days after signing the contract.
7. Budget Costs
The fees for the assignment will be agreed upon within the framework of existing LCB remuneration policies within SNV. Additional negotiations will be undertaken to provide for extra cost that may be incurred by the LCB in undertaking this assignment.
8. Consultant Qualification and selection criteria
SNV is looking for an independent Consultant with following level of qualifications;
- One with previous experience in undertaking similar assignments. A minimum of two years’ experience is required. 50%
- The individual should have a wider network of honey stakeholders. 20%
- Must possess a Degree or diploma in the field of norms and standards studies or related field. 30%
