GRANTS COORDINATOR
CARE International has partnered with Concern Worldwide Zambia (CWZ) and the Nutrition Association of Zambia (NAZ) in the Scaling UP Nutrition Fund, whose aim is to promote harmonization and alignment among key Cooperating Partners (DFID, SIDA and Irish Aid) and stakeholders, avoiding duplication of efforts as well as reducing transaction costs for all partners, including the Government of Zambia. The program is supporting implementation of the Government’s First 1000 Most Critical Days programme, focused on scaling up evidence-based priority interventions to tackle stunting, in 14 priority districts across the country. Implementation of activities will be carried out primarily through Grants to Government and other bodies (including NGOs and UN Agencies).
CARE International under the consortia is seeking to recruit qualified and experienced professionals for the following positions:
- Position Title: GRANTS COORDINATOR
Location: Lusaka
PURPOSE
To be responsible for effective management of the SUN Fund sub-grants for Districts, Government Line Ministries and NGOs, as a means for ensuring effective Management of the Scaling Up Nutrition Fund for the first 1000 Most Critical Days program in Zambia; to Implement grant procedures for SUN Fund, including templates and guidelines and carry out assessment of proposals for SUN Fund; to ensure compliance with guidelines and monitor financial performance of IPs funded by SUN Fund; to oversee implementation of sub-grant activities in accordance with the provisions of the approved sub-grants manual and develop and maintain constructive and efficient grants tracking and performance monitoring system and compiles necessary reports; to plan and organize mechanisms for ensuring compliance of the grants administration to established CARE Zambia policies, protocols and a “value for money” guiding principle, and carry out review of data quality of IP M&E systems
SPECIFIC DELIVERABLES
- Carries out assessment of proposals for SUN Fund, to ensure compliance with guidelines and Implements grant procedures for SUN Fund, including templates and guidelines
- Plans and organizes mechanisms for ensuring compliance of the grants administration to established CARE Zambia policies, protocols and a “value for money” guiding principle; assists SUN Fund IPs and stakeholders with the interpretation sub-grants methods, systems and policies; investigates grants problems and issues and works in partnership with others to come up with solutions
- Develops and maintains constructive and efficient grants tracking and performance monitoring system and compiles necessary reports; builds and maintains productive relationships with internal and external contacts, IPs, counterparts in comparator organizations, and government as appropriate
- Oversees implementation of sub-grant activities, in accordance with the provisions of the approve sub grants manual; and Monitors financial performance, of Implementing Partners funded by SUN Fund; demonstrates on-going proficiency in the sub-grant management support through continuous learning and provision of reliable output; and maintains a “best practices” mind set and looks for opportunities to implement improvements in sub-grant activities
- Manages exchange rate fluctuations for SUN Fund and produces reports; checks supporting documentation for IP financial reports to ensure transactions comply with donor regulations; prepares data on sub-grant performance for quarterly and annual reports
REQUIRED QUALIFICATIONS AND EXPERIENCE
- Diploma/Bachelors Degree or equivalent in related field or professional qualifications such as ACCA and CIMA with 3 years of program management experience with an emphasis on grants management
- Experience in managing donor-funded Grants programs
- Knowledge of DFID, Irish Aid and SIDA processes and regulations will be an added advantage
- Ability to work effectively as part of a team and coordinate with a variety of stakeholders, maintaining harmonious and productive working relationships
- Excellent and demonstrable writing and communication skills
- Willing to travel to different Districts being funded by the SUN Fund
