The U.S. Embassy in Lusaka is seeking to hire an individual for the Financial Specialist (Cooperative Agreements) position in the Mission’s Centers for Disease Control and Prevention (CDC).
BASIC FUNCTION OF POSITION
Incumbent provides financial, accounting, budgetary, procurement and reconciliation activities for the President’s Emergency Plan for AIDS Relief (PEPFAR) cooperative agreement budgets for Zambia. The position provides key financial technical support to CDC cooperative management teams. The position also works in collaboration with Program Management Specialists and CDC Provincial Managers in managing the CDC cooperative agreements. The incumbent assists in determining the adequacy of partners’ accounting systems and internal controls, as well as their institutional capability to implement USG funding agreements, ensuring timely submission of financial reports , tracking budget expenditures and balances, maintaining and updating budget tracking files, application budget reviews, financial reports, reprogramming requests and other supplemental documentation associated with the cooperative agreement process.

QUALIFICATIONS REQUIRED
All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.
- Bachelor’s degree in accounting, finance, business or public administration and a CPA, ACCA, CIMA or equivalent are required.
- Five (5) years progressively responsible experience in financial management and procurement is required. Two of these years must be working with USG financial management and/or auditing standards and at least one year must be in a managerial position.
- Fluent (Level IV) English and limited knowledge (level II) of two local languages is required. Language proficiency will be tested.
- Expert knowledge and understanding of professional accounting and auditing principles, theories, practices and terminology as well as the principles and accepted practice of governmental and business financial accounting, budgeting and reporting is required.
- Detailed knowledge of Zambia’s financial management policies and procedures including legislation such as value added tax (VAT), income tax, and non-governmental organization (NGO) legislation is required.
- Strong analytical and conceptual skills are required.
