The U.S. Embassy in Lusaka is seeking to hire an individual for the Health Informatics Specialist position in the Mission’s Centers for Disease Control and Prevention (CDC).
BASIC FUNCTION OF POSITION
Incumbent provides technical assistance to HIV/AIDS information and communications technology (ICT) activities funded through CDC Zambia with partner organizations. The activities encompass, among others, security, training, connectivity, overall operational communications and ICT support to assure optimal ICT service delivery for CDC, PEPFAR and its implementing partners. The position will be part of a team responsible for the software development life cycle of SmartCare Electronic Health Record (EHR) system to meet Zambian government objectives and PEPFAR reporting objectives. The incumbent will routinely update senior staff on the progress of these activities and review priorities and scopes of work based on PEPFAR and CDC strategies. QUALIFICATIONS REQUIRED
All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.
- Master’s degree in Health Informatics, Information Systems or Software Engineering is required.
- Five (5) years of progressively responsible experience as a subject matter expert in information systems with team leadership expertise is required. Experience should include: developing enterprise-wide information system project plans; identifying and meeting with stakeholders to gather requirements for applications; designing hardware and software applications; selecting appropriate tools for systems development and implementation; working with a programming team to develop and maintain systems.
- Level IV (fluent) reading, written and spoken English is required. Language proficiency will be tested.
- In-depth, comprehensive, and evolving knowledge of computer hardware and software systems, applications development methods and team leadership is required.
- Thorough knowledge of information system concepts, principles, methods, and practices sufficient to plan and carry out difficult and complex assignments and develop new informatics-related methods, approaches and procedures is also required.
- Strong interpersonal communication and negotiation skills in achieving results with a wide range of program partners are required.
