LOCATION: Chipata, Zambia
BACKGROUND:
Mawa is a US$10 million, five-year program funded by USAID Zambia under Feed the Future. Mawa will improve food security of the most vulnerable rural households in Eastern Province. In particular, this project seeks to improve the participation of the rural poor in economic growth and improve their economic and nutritional status. Employing an integrated approach that links agricultural growth, nutrition, and economic resilience efforts, the project will address all aspects of food insecurity in rural areas. It will do so by increasing vulnerable household participation, especially women, in agricultural markets and the rural economy, improving their nutritional levels and improving household assets and income. The project will be implemented through a consortium of international and national agencies, in close cooperation with the Zambian Government (GRZ).
JOB SUMMARY
The Health and Nutrition Technical Quality Coordinator (TQC) will oversee and guide all health and nutrition activities for the program, with specific attention to positive health and nutrition outcomes for pregnant, lactating women and children under two. S/he must effectively manage relationships between CRS and partner staff to oversee a comprehensive nutrition and health strategy for the program, which links to agriculture and economic strengthening activities. S/he will also document project activities, contributing to donor reports and supporting knowledge management and learning.
KEY RESPONSIBILITIES
Technical guidance
- Provide technical leadership and guidance to project management and partners in the provision of high-quality, evidence-based health and nutrition interventions, consistent with current USAID and GRZ strategies and policies.
- Stay abreast of international and national relevant policy discussions and developments in quality standards and innovations, including donor strategies and guidelines.
- Disseminate information and foster discussion within the Mawa consortium.
- Lead the development of policy, guidelines and standards of care for the Mawa project grant in line with GRZ national guidelines, donor requirements and strategies.
- Identify technical support needs for Mawa’s health and nutrition activities required from Mawa consortium partner, the University Research Company (URC) and liaise with URC to facilitate their work in Mawa project areas.
Materials Development and Dissemination
- In collaboration with Mawa management and technical staff, identify existing technical materials, review, develop or revise curricula and other technical materials based on latest evidence and guidelines.
- Ensure that Mawa partners have necessary information, guidelines, curricula and tools for quality technical implementation.
- Liaise with partners to plan appropriate technical training strategies.
- Train trainers on Mawa curricula and tools and oversee quality of cascaded trainings offered by partners under the program.
Monitoring & Coordination
- With Mawa management and technical staff, ensure Mawa’s health and nutrition technical objectives and results are fully accomplished.
- Lead health and nutrition technical working group and proactively support leaders and members through provision of ongoing strategic input.
- Conduct periodic technical reviews with Mawa partners to ensure that the direction is in line with the overall Mawa strategy.
- Support changes in program direction and focus, based on observations and data generated through monitoring and evaluation.
- Promote and monitor integration of cross-cutting technical themes into program activities, such as gender, transition/sustainability, disability and HIV prevention.
Monitoring, Evaluation and Learning
- Disseminate and assist Mawa partners to adopt best practices on health and nutrition activities.
- Help develop pilot projects and operations research for testing new and innovative programming.
- Lead Nutrition Operations Research project activities, including budget management, sharing results, and using results to provide recommendations for improving Mawa nutrition activities.
- Working closely with the Monitoring, Evaluation, Accountability and Learning Manager to provide technical input into the design and implementation of the baseline evaluation, and operations research.
- Build the capacity of technical and partner staff to understand and monitor technical indicators and to evaluate technical program performance.
- Strengthen capacity to report on technical activities, document results, and best practices and develop success stories.
- Coordinate closely with other technical staff to disseminate lessons learned from other relevant projects (USG-funded and others).
- Support preparation and review of grant reports.
Networking and Representation
- Identify and strengthen networks and working relationships with key stakeholders in Zambia such as GRZ offices and other USG-funded programs, specifically health, nutrition and agriculture interventions supported by Feed the Future.
- Participate in relevant technical working groups at district and national-level;
- Give technical assistance and advice to technical working groups especially in the development of curricula, policy and guidelines.
- Ensure strong coordination between Mawa, GRZ and other stakeholder activities in project areas.
- Support partners in development of abstracts for submission to various relevant national and international conferences.
- Jointly or in absence of the Chief of Party or Deputy Chief of Party for Program Quality, represent Mawa project in donor meetings.
Supervision and Mentorship
- Mentor a team of field-based field supervisors and health promoters offering them technical leadership, guiding strategic direction, and monitoring individual work and outputs.
- Identify areas for on-going learning and continuing technical education for field supervisors.
- Coordinate with Deputy Chief of Party-Program Quality to identify strategies to meet those needs.
EDUCATIONAL QUALIFICATIONS & EXPERIENCE
- Bachelor’s degree in nutrition, development or other related field, with specific focus on behavior change negotiation. Master’s degree preferred.
- Minimum five years’ experience working in international development or nutrition programs. Experience working with projects grants management, USG preferred.
- Experience with community-based nutrition interventions preferred.
SKILLS AND ABILITIES
- Strong technical capacity in health and nutrition, with knowledge of best practices and guidelines.
- Strong technical competency in infant and young child nutrition; community-based growth monitoring and promotion preferred.
- Strong technical capacity to integrate nutrition, agriculture and gender in the food security programming.
- Knowledge of the Zambian government policy on nutrition and health.
- Demonstrated ability to lead and work effectively with partners, and transfer knowledge to diverse audiences using participatory methods.
- Excellent analytical and organizing skills.
- Excellent English oral and written communication skills required
- Computer skills in MS Office package.
- Ability to work both independently and in a team.
- Ability to work in a multi-cultural team with a high level of respect for local culture.
- Willingness and ability to travel approximately 50% of time within project area.
