SmartCare Program Officer job in Zambia
The EHR- SmartCare Program Officer under the Stop Mother and Child HIV Transmission (SMACHT) project is a technical professional position working with the EHR – SmartCare project, which in turn supports the ministry of health EHR – SmartCare programme. The Program Officer will have a key position in contributing to the EHR – SmartCare program success in Zambia (http://www.EHR.smartcare.org.zm) by successfully filling the role outlined below.
He/she will need to multitask to efficiently grasp and help coordinate the work of other management staff with specific responsibilities including, but not limited to, management, support and coordination of: partner related activities, deployments, implementation, EHR system features, national trainings, certification, supply chain management, including monitoring and evaluation of annual work plan and multiple project processes. This also will require coordinating work products, activities, and events.
Knowledge and Work Experience
Required:
• At least 5 years progressive experience with increasing responsibility in either health or IT related field
• Management experience including supervisory duties

• At least 5 years clinical and technical experience, with knowledge of and experience with HIV care and medical records management

Education
Required:
• BSc in Computer Science, Information Systems Management, Public Health or related field

• Strong background in public health profession with proven Electronic Health Record (EHR) experience
• Competent in Microsoft software, including MS project, and database software
• Strong written and verbal communication skills. Ability to communicate clearly and effectively, both verbally and in writing
• Ability to exercise considerable individual judgment and initiative in conducting the necessary operations to manage the program
• Ability to develop innovative and practical problem solving approaches
• Strong teamwork skills and goal orientation
• Strong background in public health profession with proven Electronic Health Record (EHR) experience

• Strong written and verbal communication skills. Ability to communicate clearly and effectively, both verbally and in writing

Key duties
Working under the supervision and direction of the EHR – Senior SmartCare Manager, this position shall perform the following core duties:
Coordinate and manage all EHR – SmartCare program activities under the SMACHT project
Coordinate and manage SMACHT end user requirements and specification including new features on close consultation and priority setting with MGIC, CDC and ministries (MOH and MCDMCH)
Supervise direct reports as shown on the organogram and ensure that all duties are carried out on time and according to annual and regularly updated work plans
Coordinate overall programme portfolio to ensure key performance indicators are met and programme impact is in line with SMACHT strategy
Review budgets and spending against deliverables in consultation with Finance Manager, Associate Director of Operations and Country Directors
Coordinate and manage all EHR – SmartCare program activities under the SMACHT project
