GRANTS MONITORING & EVALUATION SPECIALIST
MCA- Zambia was established under the laws of Zambia as a company limited by guarantee, designated by the Government of the Republic of Zambia (GRZ) as the Accountable Entity to implement the Lusaka Water Supply, Sanitation and Drainage Project (the LWSSD Project).
The LWSSD project is funded by the United States of America, acting through the Millennium Challenge Corporation (MCC) through a Compact signed between MCC and GRZ on May 10, 2012. MCA –Zambia is seeking to employ the services of a qualified and experienced individual to take up the following vacant position: Grants Monitoring & Evaluation Specialist
Reporting to the Director Monitoring and Evaluation
Main duties will include:
- Ensures that indicators and objectives are clearly defined, agreed by the MCA-Zambia and MCC.
- Continuously review the outputs, outcomes and impacts of the program to inform grant progress and adjustment to the programs throughout the program cycle.
- Generate ideas for performance and impact evaluations of grants activities.
- Assist in the management and the implementation of the Innovations Grants M & E plan and Compact’s M&E Plan.
- Liaise with independent evaluators hired by MCC or MCA-Zambia-especially as it relates to measuring pilot projects to generate evidence for decisions about scale-up.
- Track finances and budgets for IGPM and grantees
- Regularly review grants M&E data with appropriate decision makers to ensure that grants program is reaching its targets and objectives and, if changes are needed, that timely decisions on corrective actions are made and implemented.
- Collaborate with other officers in reporting, monitoring and evaluation of social and gender issues in innovations grant projects.
- Participate in the monitoring of the Program components through site visits, review of Program reports and review of secondary data.
- Work with the MCC and stakeholders to implement the planned impact evaluation, and potentially develop additional qualitative and quantitative impact evaluations.
- Coordinate implementation of Innovations Grants studies and ad hoc evaluation, as needed, to assess impact of Program activities.
- Provide M&E-related comments on all grants documents and all other MCA-Zambia technical documents (e.g. work plans, Terms of Reference, and Implementing Entity Agreements).
- Collaborate with MCA-Zambia counterparts, including the Environmental and Social Assessment Director, the Director for Social and Gender Assessment and others, to ensure that appropriate considerations are incorporated into M&E and economics activities.
- Respond to MCC requests for information on data sources, data measurement methods, frequency of data collection, and disaggregation.
- Assist in disseminating timely and relevant information to the GRZ, civil society, the private sector and the donor community. Ensure the periodic reports are made publicly available on the MCA’s web page.
- Participate in the planning and execution of annual project reviews.
- Organize regular Innovations Grants Program data quality reviews and oversee the process for selecting independent reviewers.
- Support the M & E Directorate with analysis and the development of the evaluation plan and schedule.
- Ensure that staff and implementing partners are receiving adequate support to be able to implement their M&E functions.
- Regularly liaison with sector and implementation staff to keep abreast of implementation timeline and coordination of M&E activities based on that timeline.
Qualifications and Experience
- A university degree in Economics, Statistics, Accounts or a related field.
- Experience in finance management and budget tracking
- Approximately five (5) or more years’ experience in preparing and overseeing execution of monitoring and evaluation plans for facility or fund programs; including the development of clear measurement indicators for outputs, outcomes, and impacts.
- Experience developing logic models, overseeing and conducting data collection and sound data quality assessments.
- Experienced user of statistical software (such as STATA or SPSS), Word, Excel, and PowerPoint.
- Demonstrated ability to provide independent analysis and interpretation of performance data using methods in economics, policy analysis, and/or statistics preferred.
- Experience in designing and implementing a grants monitoring and documentation system including a reporting and feedback system for grantees.
- Experience with cost-benefit analysis preferred.
- Experience conducting rigorous evaluations of private sector and civil society engagement, access to quality water and sanitation, improved water use, sanitation and hygiene practices among the poor, strengthening tenure security and capacity for community-based planning.
- Excellent organizational skills related to data and document management.
- Ability to work in teams, with multiple stakeholders under competing time pressures.
- Willingness to undertake regular field visits and interact with stakeholders.
- Fluency in local language and excellent written and verbal communication skills in English.
