Job Title: Health Information System Director
The Elizabeth Glaser Pediatric AIDS Foundation is the global leader in the fight to end AIDS in children. Since our inception 25 years ago, there has been a 95% decline in new HIV infections in the U.S., and a 51% decline in the number of new infections in children worldwide. We have the science and medicine to get that number almost to zero. EGPAF is focused on ending AIDS in children and families with a three-pronged focus on research, advocacy, and HIV service delivery in the countries with the greatest HIV burden. Working in 16 countries worldwide, we support a family-centered approach to provide integrated and comprehensive prevention, care and treatment services for those living with HIV and AIDS.
EGPAF have been working in Zambia to provide critical HIV prevention, care and treatment services since 2001. Today, EGPAF-Zambia uses its expertise to provide technical assistance and support programmatic capacity building to the Zambian government on national and provincial levels.
EGPAF-Zambia is seeking a Health Information System Director for LiveFree Project. The overall strategy of the five-year LiveFree Project is to support Zambia’s health system sustain, expand, and optimize the quality of HIV/AIDS prevention, care, and treatment programs by enhancing the capacity of the Ministry of Health (MOH) to lead and manage the implementation of the national HIV/AIDS strategy. The main focus of the project is to work closely with the Ministry of Health (MOH) to provide technical assistance (TA) and to build capacity in strategic information and evaluation (SI&E) and Electronic Health Records (EHR) – SmartCare deployment, training, and management.
The Health Information System Director will assume leadership position for building, managing and growing the Electronic Health Record (EHR) SmartCare office in Zambia. S/He will be a dynamic, energetic, highly organized and experienced individual who will be responsible for all staff members working on the EHR – SmartCare Program. This individual will be responsible for coordination between the SmartCare team, the MOH/MCDMCH and implementing partners. S/he will oversee the project implementation and management for establishing and managing the EHR deployment team and working with the staff at the facilities. The successful candidate must demonstrate a proven track record in establishing and delivering successful methodologies and expertise at the program level. S/He should have experience in the development and implementation of large scale multi-faceted electronic health systems, use of project management tools and a proven track record for fostering collaborative work environments, able to mentor all levels of the EHR PM staff and demonstrate excellent leadership and conflict resolution skills. The successful candidate will have strong technical experience with respect to understanding and translating system-wide and end-user requirements into practical solutions.
PRINCIPLE DUTIES AND RESPONSIBILITIES
- Strategic Leadership and Communication
- Responsible for close coordination and communication with Ministry of Health (MOH) counterparts and related stakeholders on the development, deployment and implementation of the HER system, SmartCare;
- Identify efficiencies for building capacity and transferring oversight responsibility to the MOH
- Articulates clear expectations of program reach and develops accountabilities across all stakeholders (internal and external) for meeting expectations
- Program Management
- Management oversight of the Electronic Health Record (EHR) SmartCare project.
- Responsible for the program management, coaching and mentorship of all EHR-SmartCare staff members.
- Educates the EHR-SmartCare senior managers their role within SmartCare program management.
- Provides guidance and team leadership in how objectives will be met, the approach, known issues, risks, prioritization and assumptions.
- Responsible for development and implementation of the transition plan to MoH
- Supervises staff responsible for systematically managing project requirements, deliverables, and deadlines
- Provides continual analysis on workflow and demand to ensure that program meets expectations, deliverables including timely deadlines.
- Communicates known issues, risks and assumptions, reviews project status reports to assess success, issues and/or risks associated with project/program requests
- Communicates and champions the project requirements necessary to execute the EHR-SmartCare Program.
- Critical analysis of project status to assess success, issues and/or risks associated with the individual modules and escalate necessary issues appropriately.
- Advocates for resources needed for program implementation and creation of module schedules and work plans.
- Coordinates the many stakeholders engaged in EHR-SmartCare ational implementation.
- Supervises SmartCare project manager and project team including module leads in developing, executing and communicating the EHR-SmartCare Program’s vision, goals and activities.
QUALIFICATIONS AND EXPERIENCE REQUIRED:
Education & Experience
- Bachelor of Science degree is required.
- Master’s degree in Instructional Technology, Computer Science, Information Systems, Education, Public Health or related Science field preferred.
- Must have 8+ years of IT and business/industry work experience, with at least ten 8 years of leadership experience and 5+ years of managing multiple, complex diverse projects, programs and/or project portfolios.
- Experience in a health care environment is a plus.
- Proven skills in developing and managing EHR Implementation projects and/or programs.
- Sound understanding of Information Technology in a Health care setting and its application to achieve business objectives is preferred.
- Evidence of strong interpersonal and communication skills for working with individuals and teams at all levels of the organization.
- Ability to establish and maintain working relationships with CDC, implementing partners, Zambian Government officials and staff members
- Excellent problem-solving, analytical and time management skills.
- Must be able to multi-task and effectively juggle competing priorities while managing stakeholder expectation.
