Human Resource Planning and Job Evaluation Officer
JOB TITLE: HUMAN RESOURCE PLANNING AND JOB EVALUATION OFFICER (1 Position)
Purpose:
Responsible for planning, executing and controlling Human Resources Planning and job evaluation activities in the University.
Responsibilities
i) Preparing, coordinating and participating in the preparation or review of work plans, policies, work manuals, procedures and related documentation.
ii) Providing relevant statistical data on human resource activities such as attrition, appointments, staff deficits and surpluses for management’s decision making.
iii) Conducting job interviews with jobholders, preparing job descriptions and specifications in consultation with Heads of Sections, Units and Departments and obtain approval from all concerned
iv) Developing and maintain a job evaluation system at the University of Zambia.
v) Updating the University staff establishment.
vi) Facilitating the formulation and implementation of succession plans.
vii) Ensuring that approved vacancies are advertised in line with the University policy on recruitment.
viii) Ensuring that recruitment process is done in line with the University policy on recruitment.
ix) Facilitating recruitment panels by providing interpretation of job requirements, terms of contracts and other information.
x) Updating the University Job Grade Structure.
xi) Providing secretarial services to the Job Evaluation Committee, and Human Resource Planning Committee.
xii) Guiding job evaluation panels by leading deliberations, and providing interpretation of job factors, factor levels, job descriptions etc to arrive at objective assessments
xiii) Facilitating investigations to answer appeals against evaluations and ensure that both jobholders and supervisor provide enough information for re-evaluation.
xiv) Maintaining records of all job evaluation assignments/tasks
xv) Conducting reviews, designing and re-designing of organization structures with heads of Departments and Units to ensure that they suit changes in the University and for use in the job evaluation.
xvi) Providing Secretarial services to Council and its Committees.
xvii) Conducting salary surveys.

Qualifications
i) Grade 12 Certificate or its equivalent.
ii) Bachelor’s degree in Management, Public Administration, Adult Education, Human Resources Management or any other related field.
iii) At least three (3) years relevant work experience.
iv) Member of the Zambia Institute of Human Resource Management.
v) Must be Computer literate.
