REDD Liaison Officer
Contract: Full Time – 1 year renewable
Location: Rufunsa Conservancy, later travelling between other USAID/CFP sites
Reporting To: Operations Manager, Rufunsa District, BioCarbon Partners
Scope of work:
The REDD Liaison Officer’s position is a 1 year, renewable contract, based in Rufunsa Conservancy initially, but later moving between various USAID/CFP projects in other sites, as these develop. The primary function of the REDD Liaison Officer is to build REDD capacity in communities through CRBs and provide law enforcement support in anti-poaching and deforestation reduction to ZAWA and forestry department. The scope of work is summarized as follows:
a) To provide village scout anti-poaching and field kit support for effective community-based law enforcement program under the guidance of ZAWA
b) To liaise with the Zambia Wildlife Authority and Forestry Department to provide financial and logistical support deemed necessary by Partners to supplement the law enforcement capacity of our partner organizations.
c) To support biodiversity monitoring using digital data capture devices
d) Oversee community land management crews (casuals) doing critical forest management, early and road maintenance within Rufunsa Conservancy.
On a day-to-day level, the REDD Liaison Officer supports joint operations with ZAWA in LZAMU (Rufunsa District), and periodically supervises crews of Forest Monitors. The REDD Liaison Officer reports to ZAWA CBNRM Officer designate and Ranger Operations, while remaining in close communication with the CRB Chairman and Manager Operations.
MAIN TASKS AND RESPONSIBILITIES:
  1. Provide logistical and material support for field operations.
  2. Supporting the ZAWA Intelligence Team in Chinyunyu and Chongwe as needed.
  3. Liaising with ZAWA Ranger Operations/Senior WPO’s on conservancy operations.
  4. Provide a monthly report to BCP, ZAWA and Forestry Department
  5. Liaise with the CRB Chairman and ZAWA CBNRM officer about ongoing activities and work closely with them to maintain good relations and protection of natural resources.
  6. Assist and advise Forestry Department so as to strategically support BCP activities.
  7. Assist the administrator to track equipment and ration issues.
  8. Facilitate development of improved communication systems between the VS, CRB, ZAWA, FD etc using appropriate means (cellphone, radios, GPS etc).
  9. Ensure that all BCP firearms and ammunition are maintained and accounted for in the conservancy.
  10. Ensure that the BCP vehicles or motorbikes are serviced regularly and usage regulations enforced by liaising with the administrator and Operations Manager.
  11. Ensure that the BCP vehicle logbooks and maintenance sheets are filled in on a daily basis.
  12. Liaise with the Operations Manager in identifying scout of the month, in collaboration with ZAWA, outstanding scouts of the year and so forth.
  13. Oversee road maintenance in Rufunsa Conservancy, participate in controlled burning and other land management activities.
DESIRED QUALIFICATIONS AND EXPERIENCE
Required:
  • Must be fluent in at least one Zambian language and English. Preference given to Nyanja speakers. Must be articulate and able to communicate effectively with staff and managers at all levels. Verbal and interpersonal communication should be excellent
  • Minimum of five years in a security supervisory role
  • Comprehensive working knowledge of Microsoft suite (word, powerpoint, excel)
  • Certificate of competency in firearm handling
  • No criminal record
  • Driving license
  • Motorcycle license
Preferred:
  • The REDD Liaison Officer should be someone able to exercise good judgment in difficult, stressful situations.
  • This job involves living in isolated, remote conditions for periods of time, so the liaison should be someone with experience of the bush and the logistical challenges of patrolling large areas on foot. The right person is someone who is responds quickly and decisively to perceived security threats.
  • Candidates who originate from the Bunda Bunda Chiefdom will be given equal opportunity

WORK CONDITIONS
  • The REDD Liaison Officer will initially be based at Rufunsa Conservancy. Accommodation will at times include camping and at other times, will be a small room, with access to running water and toilet.
  • The standard duty cycle for staff at Rufunsa is 24 days on, 7 days off.
  • The camp where we live is in a wilderness area, adjacent to Lower Zambezi National Park, far from shops and towns and mostly out of cellphone network.
