With the support of the United States Agency for International Development (USAID), IFES is implementing two programs in Kosovo: the Kosovo Election Support Program that is largely oriented towards providing technical assistance to the Central Election Commission (CEC) and the Increasing Inclusion and Mitigating Violence in Electoral Processes Program, which aims to promote inclusiveness of persons with disabilities and women in the electoral process, and mitigate violence and violations in elections through information systems.

The Structural Review Advisor will conduct a structural review assessment of the CEC secretariat. The Advisor will be responsible for updating IFES’ 2010 structural review, taking into account the recently completed CEC Strategic Plan, and providing both short- and long-term recommendations based on this assessment.

· Meet with CEC members and CEC Secretariat for Strategic Planning to discuss the CEC’s finalized 2015 Strategic Plan

· Develop agenda and necessary materials for structural review workshop, and deliver to the IFES Kosovo team in a timely manner for translation

· Facilitate the structural review workshop and discussions, with assistance of IFES Kosovo team

· Update 2010 structural review with new information and recommendations

· International authority on and a manager of structural review processes, with experience working with Election Management Bodies.

· Native English speaker preferred, with extensive report-writing experience

· Extensive international comparative experience on implementation of structural review processes
