Consultancy – Sanitation Supply Chain Development/Sanitation Marketing

Terms of reference for Sanitation Supply Chain Development; Sanitation Marketing
1. Assignment Background
SNV Zambia is one of the 9 countries[1] implementing the DFID funded Sustainable Sanitation For All (SS4HA) Results Programme (SSH4A RP) as from April 2014. These countries have a combined rural population of about 60 million people of which more than 30% still practice open defecation. DFID aims to reach 2.5 million people in sanitation and hygiene by December 2015, of which at least 1.75 million will be through access to sanitation. This forms part of the overall DFID WASH results programme which seeks to reach 4.5 million people by December 2015. The programme’s goal is to improve access to sanitation and promote good hygiene practices especially Hand Washing With Soap. The key results that will be achieved through the SSH4A RP in Zambia are:
  • 230 000 people will gain access to sanitation by end 2015
  • 115,000 people will further improve their sanitation facilities to JMP benchmark by end 2017
  • 250,000 people will be reached through hygiene promotion by end 2015
  • 80,000 people will practice hand washing with soap at critical times by end 2017
Beyond 2015, specific focus will be placed on system strengthening and capacity building to March 2018 hence the programme will:
  • Build local capacity to steer and implement sanitation demand creation (CLTS or other) at scale with quality in the 4 districts, working with the respective local authorities and training of CLTS facilitators
  • Develop market-based solution to improve access to affordable sanitation hardware and services (including sanitation marketing, supply chain development, inclusive business) working with local enterprises
  • Build capacity for innovative hygiene behavioural change communication (BCC) around hand washing with soap working with health promotion agencies
  • Ensure local sector alignment among stakeholders, planning and monitoring in the 4 districts
  • Enhance understanding the sanitation needs and preferences of vulnerable groups (ultra-poor, elderly and disabled) in the 4 districts and develop practical service strategies for these groups at local level.
  • Contribute to national sector development for rural sanitation and hygiene in terms of improving scaling strategies for rural sanitation and hygiene, certification processes and anchoring of post-ODF targets in 10 countries
2. The Assignment
SNV commissioned the Sanitation Supply Chain and Consumer Demand studies in the 4 project districts – Mporokoso, Mungwi, Kasama and Luwingu in 2014. The studies provided insights on the sanitation and hygiene needs, preferences and financial capacity for various consumer segments including the elderly and disabled. The studies further assessed the progress on private sector engagement in the sale of sanitation hardware and services to the communities in particular the poor as well as the availability of affordable sanitation options for the poorest members of the communities.
Some of the findings were:
  • There is virtually no market based sanitation options meeting the consumer preferences, needs and capacity to pay in all the four districts
  • Generally there is unavailability of information on area appropriate latrine options amongst the communities leading to the continued practice of open defecation especially in areas with a problem of collapsing latrines mainly due to the soil formation and flooding.
  • The physically challenged and elderly face serious challenges in using the existing sanitation and hygiene facilities because they are not suitable for their use.
  • The private sector has not harnessed rural sanitation as a market opportunity leading to a broken sanitation supply chain. Let’s quote from the Supply Study what is the level etc?
These findings amongst others are envisaged to inform the Sanitation Marketing approach – market-based inclusive business approaches, business development and capacity-building efforts to strengthen the availability of affordable and appropriate sanitation products to rural communities particularly the low-income and marginalised rural households.
SNV is therefore seeking the support of a capable service provider(s) to develop / strengthen and implement sanitation marketing and communications strategies that will enable all the various consumer categories in Mporokoso, Mungwi, Luwingu and Kasama districts have access to affordable, acceptable and durable sanitation and hygiene options including those in the poorest wealth quintiles.
3. Objectives
The Local capacity builder will be responsible for strengthening a sustainable commercial market for sanitation and hygiene products for the rural populace particularly the low-income households including the elderly and disabled.
The objectives are as follows:
  • Identify project area specific latrine technologies that can be taken to scale. This will include:
  • Use of area existing latrine technologies [KN1] to provide improvements that are acceptable, meet consumer preferences and also their capacity to pay
  • Testing of sanitation technologies developed to meet NRWSSP and JMP standards for latrine adequacy and further enhance development towards the sanitation ladder[KN2]
  • Integration of the private hardware and service sector for a market based provision of sanitation options identified
  • Training of masons and artisans on developed sanitation options
  • Provide business and technical training to supply chain actors in provision of identified market based business options
  • Provide and implement strategies that will mitigate challenges in distribution and transport od sanitation options and services
  • Establishment of formal and informal financing mechanisms in provision of finance for sanitation and hygiene for supply chain actors. These must include:
  • Tailoring of existing community financial initiatives to financing sanitation by individual households
  • Pursue strategies for alleviating risk for involvement of the private Micro Financing sector including SACCOS in the provision of market based sanitation financing
  • Explore and implement strategies for the use of  the SSH4A RP finance seed money
Development and implement strategies for systematic mobile to web monitoring protocol for sanitation marketing
3.1 Activities
The activities which will result in the deliverables of the assignment are outlined below:
Organise and coordinate a comprehensive the SSH4A RP SanMark technical working group that will include Sanitation technology regulatory institutions, skills and trades institutions and the private sector. The SanMark TWG will:
  • Institutionalise the developed sanitation options to ensure sustainability beyond project life span;
  • Establish modules for identified latrine options and solicit a buy in from technical learning regulatory institutions for the integration of the  options in the vocational learning systems
  • Explore mechanisms for the profitability of the private sector in the provision of sanitation services and hardware
  • Remotely [KN3] explore and support the implementation with the private sector options that can be easily accessed even during emergency situations
  • Work with government line agencies, church bodies and social existing systems to identify the best use of the sanitation finance seed money
  • Strengthen district sanitation business centres  and enhance their outreach into communities
  • Develop marketing and communication messages for adoption to scale by the private sector
  • Engage with the financial institutions (formal and non formal) to explore and develop financing mechanisms for sanitation and hygiene products
4. Deliverables
The main deliverables of the assignment are:
  • An Inception report, with clear milestones to be agreed with SNV outlining how the assignment will be undertaken
  • Evidence of Products and services that meet the needs of all consumer segments  being accessed by consumers including the elderly and the disabled
  • Financing mechanism for Sanitation and hygiene products in place
  • Training modules for development of sanitation hardware and services actors that will result into integration  of skills in institutionalised vocational training curriculum
  • Progress indicators reflecting financial products and services been actively promoted and provided by private sector
  • Sanitation marketing and communications strategies and messages adopted in the private sector sanitation business models
  • Sanitation and hygiene supply chain development; SanMark final report
5. Location and Period of Service
The consultant will implement the assignment in the Northern Province in the districts of Luwingu, Kasama, Mungwi and Mporokoso. The assignment is expected to be completed within a period of 90 working days. The assignment is planned to start 1st June 2015.
6. Expected Level of Effort
The assignment is expected to be completed over a period of 90 working days – this period includes provision of all deliverables. The assignment should start on 1st June 2015 and be completed no later than 15th October 2015.
7. Reporting Requirements
The consultant will be accountable to the SNV Country Director, Sue Ellis and Project Manager Kumbulani Ndlovu. During and on completion of the assignment the consultant will report to the SNV team through the Supply Chain and Finance Advisor, Warren Simangolwa and ultimately to the Country Director.
The consultant is requested to submit a detailed proposals highlighting the following:
Organizations Experience
  • A brief of past relevant assignments (in similar regions) indicating scope, geographic coverage, staff involved, budget, and client (name and contacts). (30)
Understanding of TOR and Proposed Approach
  • Organizations perspective of what the assignment entails and the key considerations that should be made to implement it successfully. (25)
Methodology & Work-plan
  • Clear sequencing of activities, staff role distribution and time planning (25)
Qualification & Experience of Staff
  • CV’s for nominated staff indicating their academic qualification and clear relevant experience summary (20)
Financial Costs
  • A breakdown of costs detailing proposed staff days, daily rates, taxes and other direct costs related to the assignment in Zambia Kwacha.
  • Total Cost
8. Requirements of the consultant
The study team composition and qualifications should be as follows:
  • Key personnel required for this assignment must have at least a Business / Economics degree/ equivalent in related fields.
  • The firm will ensure that all proposed staff work directly in the assignment. Substitution of staff after contract award is discouraged and will have to be approved by the client.
  • Knowledge of English is a must and that of local languages such as Bemba is an added advantage.
  • Experience in Sanitation and Hygiene
9. Payment Terms
The consultant will be sub-contracted for an agreed fee for a total not exceeding 90 working days.  Where applicable, SNV will also pay the consultant Perdiem/DSA at SNV current rates.
[LE4] The payment under this ToR shall be inline with the deliverables, as such the following payment schedule shall apply;
  • 30% first payment of contract value will be made after submission and acceptance of inception report. Time line for the submission of inception report will be clearly stated in the contract.
  • 30% second payment of contract value will be made after deliverables i-vi are confirmed and accepted in line with the reporting requirements to be stated in the contract.
  • 40% third and final payment of contract value will be made after deliverables vii (Final report) is submitted and accepted in line with the contract.
Above payment percentages shall apply to professional fees and program costs except for the transport costs which will be paid at the end of assignment as this will require reconciliation of mileage data from the log bookings which shall be calculated at a rate of 0.34 euros per kilometre. It is important that as a consultant to keep every log of mileage covered subject to approval by the project manager (This will be clearly stated in contract).
