Programme Accountant

WaterAid is an international Non-Governmental Organization focused exclusively on improving poor people’s access to safe water, improved sanitation and hygiene and works with the Government of the Republic of Zambia through the Ministry of Local Government and Housing in implementing government’s National Rural Water Supply and Sanitation Programme in Zambia.
WaterAid seeks to employ for the position of PROGRAMME ACCOUNTANT to be based in LUSAKA for a period of 1 Year Six months.
Overall Responsibilities
This role is responsible for routine support to non-finance staff in planning, budget management and re-forecasting process. The role supports the Finance Manager to implement effective and efficient financial management controls within the context of the country strategy as well as the global finance team objectives.
Key Accountabilities:
Management Accounting
·         Use SUN systems accounting software to monitor actual expenditure against budget
·         Produce monthly, biannual and annual financial reports to monitor actual expenditure against budget. Use         vision reports to review project spend against approved budget and highlight any variances to Finance and IT Manager and relevant budget holders.
Financial Accounting
·         On a monthly basis, review the balance sheet and ensure that all balance sheet items are valid and explanations have been provided for any unusually large movements during the month.
·         Review postings made by the Finance Assistants and ensure that postings are made to correct codes and no postings are made to unused codes.
·         Reconcile Intra Organisation Accounts with UK Finance Offshore Report and highlight and resolve differences. Review, analyse and dispatch monthly recharges journal to and from respective CPs and UK.
Assist in cash flow management preparation of monthly cash flows and transfer request from London based on submitted budgets and funds requests
·         Participate in the review of finance procedures
·         Help prepare for the annual audit and help in the preparation of financial statements.
·         Maintain an up to date fixed assets register and ensure that all assets bought have a WaterAid number
Budgeting & Budget Monitoring
Work with budget holders during planning processes and assist them with using templates and the chart of accounts
·         Participate in the review and consolidation of country programme plans and budget. Support units in the development of Budgets
Interpret and summarize budget guidelines to the finance and non-finance team.
Disseminate final copies of budget to each respective budget holder.
·         Communicate to SMT projects that are not well spent in the year in order to improve spend or re-forecast.
·         Develop and share a tool with budget holders on how to monitor their budgets and activities before effecting a payment
Donor and Partnership Management.
·         Quarterly partner monitoring and providing capacities to partner staff on areas of lack.
·         Ensure that partners are aware and are implementing WAZ / donor financial procedures.
·         Ensure that all stake holders understand donor requirement for grants assigned and constant reviews of adherence.
Prepare Donor financial reports that meet donor requirements in quality and timing as assigned by the Finance & IT Manager
Other Responsibilities
·         Assist the Finance and IT Manager to develop and implement the financial systems of WaterAid Zambia; ensuring the highest standards of accountability and compliance with best practices.
Keep up to date with developments in taxation and ensure that WA remains tax compliant at all times.
·         Actively implement any finance related audit recommendation
·         Supervise and assign work to Finance Assistants and train them to better understand financial processes.
Education / Qualifications and Experience
i. Full accounting qualification such as ACCA / CIMA or Bachelor’s Degree in Finance
ii.  Experience of planning, budgeting and Financial Accounting
iii. Knowledge and experience of donor fund management including institutional, private and corporate donations.
iv. Good understanding of Sun and vision excel, or a similar multi-dimensional accounting system.
v. Excellent MS Excel skills
vi. At least 3 years work experience in a donor funded organization or project
